After parity laws required insurers to reimburse addiction and mental health care like other medical conditions but without matching regulations, the system created a profitable industry that ensnared 40 million Americans. Shot over three years, Shuffle follows the three individuals whose future depends on getting out alive, using their journeys to expose how public policy and private interests prey on a desperate population.
